RAILWAY OPEN ACCESS SPECIALIST:

• Conduct training to TRC staff and management on open access matters;
• Prepare model for infrastructure sharing policy;
• Guide TRC management to prepare open-access user fees guidelines and manuals;
• To conduct study for the establishment of open open-access framework in Tanzania;
• Establish a legal procedure for issuing, suspending and revitalizing train operating licenses for the new system;
• Establish a procedure for resolving disputes that shall arise during operation;
• Enabling TRC in providing an open access to multiple operators on a fair and non-discriminatory basis.

Qualification and Experience:

Railway Open Access Specialist shall have university Degree in Transport Economics. He/she also must have Master Degree in Transport Economics. He/she must have minimum of 10 years of professional experience in railway open access transportation. She/He must demonstrate good knowledge in establishing and monitoring open-access business
